By Mail Voting
Central Election Commission gives the opportunity all citizens of Kosovo whom live abroad to vote by mail in general and local elections that take place in Kosovo. In order to vote by mail, you need to meet the legal eligibility criteria, which are presented in detail in the following procedure:

Procedures for registration vary for Kosovo citizens that are registered in the civil registry and those that have not been registered in the civil registry. Depending on your group, follow the steps below.
10 July – 18 August 2021
If you are a Kosovo citizen registered in the Kosovo Civil Registry or if you have been successfully registered for by mail voting in the last elections
Step 1 Download and fill the application form for out of Kosovo voting

Step 2 Attach supporting documents
To successfully register, you must attach a copy of the valid identification document.
Step 3 Submit the registration form
You can submit the application form along with supporting documents in the following format. The full application must be submitted within the above stated deadline.
If you are not a Kosovo citizen registered in the Civil Registry of Kosovo
Step 1 Download and fill the application form for out of Kosovo voting

Step 2 Attach supporting documents
To successfully register, you must attach a copy of the valid identification document and documents that prove that you have the right to be a citizen of Kosovo.
Step 3 Submit the registration form
You can submit the application form along with supporting documents in the following format. The full application must be submitted within the above stated deadline.
If you apply to get registered through e-mail, you must send the application only for yourself or close family members, through personal electronic mail (e-mail)
If you send applications of other persons, these applications for registration will be rejected!
The Central Election Commission will notify you of the status of your application via email or phone number. You can verify whether you are successfully registered by checking the out of country voter list, which is published only during an election process.
If your application is approved, the CEC will send you a ballot or ballots (1 ballot for Elections for Kosovo Assembly and 2 for Local Elections) via email. You can also download ballot or ballots on the CEC website.
Submitting the ballots for By Mail Voting
After you receive the confirmation that your application for registration for by mail voting has been approved, you have to prepare the package with ballots and send it by mail within the defined deadline. In order to send the package, follow the steps below:

Step 2 Fill the ballot
- On the left side of the ballot, mark only one political entity.
- On the right side of the ballot, mark up to five candidates of the political entity selected above.
Remark: Please make sure that the marks are within the box of the political entity and candidates that you select, in order for your vote to be considered valid.

Step 3 Place the ballot inside the unmarked envelope
The filled ballot must be placed in an envelope, which should not have any mark.
Step 4 Place the unmarked envelope in the envelope that contains the address of CEC
Place the unmarked envelope in an envelope that should contain the address of the CEC. In addition to the unmarked envelope, place a copy of your valid identification document in the envelope.
Envelopes received within the deadline by voters registered for voting by mail are initially verified by the CEC. Once verified, they are forwarded to the Count and Results Center. Only unmarked envelopes containing ballot paper or ballot papers are sent to the CRC. In this way, when unmarked envelopes are opened, voters who have sent those ballots cannot be identified, thus protecting the secrecy of the vote of people voting by mail.
Step 5 Send the by mail envelope within the specified deadline
